  • How long is the domestic consignee Registration Certificate valid? If extend the registration certification, what materials should be prepared?

    The Registration Certificate of Domestic Consignee Importing Solid Waste that Can be Used as Raw Materials shall be valid for three years.
    In the event that a Domestic Consignee has to extend its registration qualification, it shall file the extension application with the inspection and quarantine bureau directly under GAQSIQ 60 days before the expiry of the valid period of the Registration Certificate, and shall submit the materials specified in items 1, 2, 3, 4 and 6 of Article 7 of these Detailed Rules and the report on the status of production and operation. The report shall contain the following content:
    (1) The changes in the name, office and production addresses of the Domestic Consignee;
    (2) The changes in the production and operation status and products of the Domestic Consignee;
    (3) The status of the imported Waste Materials during the valid period of the certificate, and in the event that the Domestic Consignee utilizes the materials for processing on its own, the status of the processing and utilization of Waste Materials shall also be provided.
    The inspection and quarantine bureau directly under the GAQSIQ shall decide whether to approve the extension of registration within 60 working days upon the receipt of the application for the extension of registration.

  • How many different results of the on-site appraisal during the domestic consignee application?If the applicant does not pass the on –site appraisal, is there any other measures of remediation?

    After conducting the on-site appraisal, the appraisal group may make the following three appraisal conclusions on the applicant: pass the on-site appraisal, conditionally pass the on-site appraisal and fail to pass the on-site appraisal.
      
       An applicant that conditionally passes the on-site appraisal shall make rectification to the items not being conformed within the stipulated period. In general, the rectification period is less than one month. If the appraisal group approves the rectification in a follow-up appraisal, the applicant will pass the on-site appraisal, otherwise, the applicant will not pass the on-site appraisal. If, during the written appraisal or on-site appraisal, the appraisal group finds that the applicant violates the relevant inspection and quarantine laws and regulations, it shall stop the appraisal and rule that the applicant cannot pass the appraisal.

  • Whether the inspection and quarantine bureau directly under the GAQSIQ conduct the on-site appraisal during the domestic consignee application? What aspects does the on-site appraisal check?

    An inspection and quarantine bureau directly under the GAQSIQ shall, within 10 working days upon the acceptance of the registration application of a Domestic Consignee, set up an expert appraisal group to conduct appraisal on the applicant.
      The appraisal shall be conducted in two parts, namely the written appraisal and the on-site appraisal, so as to verify the truthfulness, validity and consistency of the application materials, check the effectiveness of the internal management and quality control measures of the enterprise of the Domestic Consignee, and evaluate the enterprise's ability in guaranteeing that the imported Waste Materials meet China's environmental protection control standards.

  • How many different association the domestic consignee may meet after providing the application materials?

      An inspection and quarantine bureau directly under the GAQSIQ shall decide whether the registration application shall be accepted within five working days from the date of receipt of the written materials for registration application.
    (1) If the application materials are found to be complete and in compliance with the legal format after examination, the Notice on the Acceptance of the Registration Application of the Domestic Consignee Importing Solid Waste that can be used as Raw Materials (hereinafter referred to as the "Acceptance Notice",) shall be issued.
    (2) If the application materials are found to be incomplete and not in compliance with the legal format after examination, the  applicant shall be requested on the spot or within five working days to provide all the supplementary information, and the Notice on Providing Supplementary Materials for the Registration Application of the Domestic Consignee Importing Solid Waste that Can be Used as Raw Materials shall be issued, and the applicant shall be requested to provide supplementary information within 30 days. An application will be accepted upon the receipt of the application materials in case no such notice is issued within the stipulated period. An applicant failing to provide the supplementary information within the stipulated period shall be deemed as giving up the application and the Notice on the Non-acceptance of the Registration Application of the Domestic Consignee Importing Solid Waste that Can be Used as Raw Materials (hereinafter referred to as the "Non-acceptance Notice",) shall be issued.
    (3) If the supplementary information provided by an applicant is found to be complete and in compliance with the legal format after examination, an Acceptance Notice will be issued. If the information is still incomplete or not in compliance with the legal format, the applicant shall be deemed as giving up the application and a Non-acceptance Notice will be issued.
      An inspection and quarantine bureau directly under the GAQSIQ shall, within 10 working days upon the acceptance of the registration application of a Domestic Consignee, set up an expert appraisal group to conduct appraisal on the applicant.
      An inspection and quarantine bureau directly under GAQSIQ will decide whether to approve the application or not within 20 working days after the date the application is accepted. The time that the expert appraisal group needed for appraisal shall not be counted, but shall be notified to the applicant in writing.

  • What materials shall a domestic consignee provide, if he wants to apply the license?

    A Domestic Consignee shall apply to the inspection and quarantine bureau directly under the GAQSIQ at the place where it is located for registration and shall provide the following materials:
    (1) A printout of the Application for the Registration of Domestic Consignees Importing Solid Waste that Can be Used as Raw Materials that has been completed ;
    (2) An industrial and commercial business license together with its copy which is stamped with the official seal;
    (3) An organization code certificate together with its copy which is stamped with the official seal;
    (4) Export qualification approval documents such as the Certificate for the Filing and Registration of Foreign Trade Operator together with its copy which is stamped with the official seal;
    (5) Quality management system documents. For those Domestic Consignees who have already received quality system certificates such as ISO9001, a quality system certificate together with its colour copy stamped with an official seal shall also be provided;
    (6) A Domestic Consignee importing solid waste as an agent of a domestic utilization entity shall also provide the agent's import documents, the copy of the organization code certificate of the domestic utilization entity that is stamped with the official seal, the relevant documents that prove the approval given to the domestic utilization entity by the local environmental protection department regarding the use of imported Waste Materials, such as the Filing Form for the Utilization Entity Using Imported Solid Waste that Can be Used as Raw Materials.

  • Where can a domestic consignee file its application?

    A Domestic Consignee may file its application for registration and change and extension of registration through GAQSIQ'S "Electronic Regulatory System of Imported Waste Materials" (http://scrapconsignee.eciq.cn).
    Within 30 days after the online application for registration is filed successful, the Domestic Consignee shall send the full set of written registration materials to the relevant inspection and quarantine bureau directly under the GAQSIQ.
      The GAQSIQ does not accept the materials through email and fax.

      A Domestic Consignee filing its application for registration online may, following the successful electronic submission of its registration application, receive an enquiry password, to enable it to understand the progress of the registration work of its enterprise and the regulatory status upon the acquisition of the registration qualification.

  • What conditions a domestic consignee applying for registration shall meet?

    A Domestic Consignee applying for registration shall meet the following conditions:
    (1)has the legal trading operation qualification for import and export;
    (2) has a fixed business premise;
    (3) familiar with and comply with mandatory requirements such as China's inspection and quarantine regulations and the regulations on environmental protection technology and relevant environmental protection control standard
    (4) establish and operate the quality management system in accordance with the appraisal requirements specified in the On-site Appraisal Record for the Registration of Domestic Consignees Importing Solid Waste that Can be Used as Raw Materials (hereinafter referred to as the "On-site Appraisal Record", see Appendix 1);
    (5) has a relatively stable source of supply of goods and domestic utilization entity.

  • Whether the imported waste should fit some standards ?

    All the waste imported should fit Chinese National Standards GB16487<The environmental protection control standards of imported solid wastes as raw materials> 2005edition.It is prohibited to import Rubber waste\ Minerals waste\ leather waste\ silicon waste, because the standards have not yet be published.
